The sham mansard roof has a few inches of water on the top, to keep the asphalt at an even temperature. Ungainly and obtrusive, they were most unpopular. Lord Snowdon visited Bath in March 1972, to capture the devastation caused by the 'sack of Bath'. This is one of 21 images published in Adam Fergusson's seminal book of the same name.
